Developmental screenings are offered at no cost to families for children birth to three years of age. Children qualify for ongoing services if a delay is identified and, they also receive information about child development and will learn ways to stimulate and engage their child in appropriate activities .

Early Intervention is a play-based program for children birth to three years of age. Services offered through Early Intervention include free developmental screenings and locally based family oriented therapy to children identified with developmental delays. Because the first three years of life are a critical window for development, Early Intervention has a significant impact on future services and support needs. Horizons offers professional developmental therapists who help parents encourage motor, language and cognitive development through play.

Family support is intended to support families who have children with developmental disabilities or delays with costs that are beyond those normally experienced by other families. The primary purpose of the FSSP is to support children and family members with developmental disabilities or delays to remain in their own nurturing family setting and prevent out-of-home placements. The services paid for by the FSSP funds include, but are not limited to:
- Respite care-temporary care of the person with the developmental disability
- Professional services-counseling, occupational/speech/physical therapies
- Medical and dental expenses relating to the disability-not otherwise covered by other sources such as Medicaid or private insurance
- Transportation-mileage costs related to accessing care needs or specialists
- Assistive technology-mobility aids, adaptive equipment, communication devices
- Home/vehicle modification-ramps, lifts, widened door frames
- Other individual expenses-special diets, specialized clothing
